Found the culprit and didn't have to perform surgery. Please try out the
trunk, specifically:

that works for me in the following tests:

- (fossil ui X.fsl) from outside of a checkout: versionable settings are
editable and changes can be saved.

- (fossil ui) from inside a checkout with no repo file specified: as
before: local versionable settings are read/only.

- (fossil ui X.fsl) from inside a checkout which has versioned properties
behaves exactly has if the checkout was not there.
