PS: normally you'd want to give the anonymous user (but not necessarily the
"nobody" user) rights to download that, as well, under the /setup_ulist
page, select the anonymous user, and check the "Download Zip" permission.
If "nobody" can download zips, spiders can potentially crawl them (a new
zip for each checkin!). If i'm not mistaken, more recent developments have
made that more difficult for bots, but in general its safest (in terms of
bandwidth and server load) to leave download rights off for "nobody" and on
for "anonymous." What i normally do is add a /download page which explains
how to grab the zip:

http://fossil.wanderinghorse.net/repos/libfossil/index.cgi/wiki?name=download

and link to that prominently (e.g. on the home page or maybe in the menu,
depending on the repo).
