Although that wouldn't explain why you can see >36 items on the Fossil site but not on localhost.
Can't imagine that the HTML served by fossil.exe is sooo different from the HTML produced on fossil-scm.org -- what's the skin of your repo?
JavaScript issue? Only the arrows and boxes of the timeline are missing? The Footer is present? When you hover the empty timeline space: does the mouse pointer change? Does clicking on two different positions bring you to the Check-in-Differences page?
