Yes, I can reproduce that. See: <https://svn.apache.org/repos/asf/subversion/branches/1.5.x/notes/dump-load-format.txt> The conclusion is that "fossil import --svn" only understands version 1 and 2 from the svn dump-load-format, version 3 is not yet implemented.
