I setup a  pair of repositories, then  ran fossil ui on one  of them and
grouped it to the other. Then I added a user and selected:

``Apply changes to all repositories in the "groupname" login group.''

I was then able to clone both repositories using a single user.

No, you don't  have to duplicate user management. When  you are managing
users through the web,  there is an option to save  changes to new users
to the Group or just to the single repository.
