SOCKS is a completely different protocol from HTTP. It was a common way to allow a privately-addressed LAN access the Internet through a border gateway back in the days before NAT and $50 do-everything SOHO routers became common. It’s basically a dead protocol these days. There is no reason Fossil should implement it.
