Search actually works very well over all committed files (we run it with '*' and set to trunk on the server, with an index).
I find it a valuable feature, because our module structure has lots of files and a class can live in multiple files named the same, but in different directories. I usually search for the content and then a) copy the link to Emacs minibuffer, adjust it a bit and open the checked-out file, or b) copy to the browser address bar and adjust it to get to the Fossil finfo timeline for specific file. So if Fossil can allow a search for filename, give me a relative link to the file for use case a) and finfo history link for b) - that would be just awesome. Even when rebuilding index over a specific branch and repeating a) or b) above, it takes just a couple of seconds for hundreds of files and it's heaps faster then traversing the files via Fossil files menu.
