When you are viewing a ticket, there is a menu option to show the ticket's history. Unfortunately, Fossil doesn't store the ID of the "parent" artifact in ticket change artifacts, so no easy way to automatically detect potentially conflicting changes. (Fossil wiki artifacts, however, do appear to store the ID of the parent artifact, so should be possible to automate detection of conflicting wiki edits.)
