It sounds like you may have installed from a sourceforge tarball.  Did you know 
that we have debian, ubuntu, and red hat packages?  They make install much 
simplier:

- Do the changes to the localhost's /etc/password and /etc/group need to be 
applied to an organization wide password file of some type, in my case 
something likely controlled by the IT organization?

- Other tips to verify system related settings to allow first fossy login
