Add /usr/lib64/libextractor directory to /etc/ld.so.conf If fossology *depends* on an external missing package, then it should be in the Requires: line of the spec file. That way people will know that they need it before installing, instead of ending up with a non working install. And the wiki could point them to rpmforge, or any 3rd party repo containing it. fossology could also host it to make it easier for users.
