That worked perfectly, thanks!

I do think I touched PHP or postgressql.   I definitely had to add the
Alias section to the bottom of my /etc/apache2/apache2.conf.

And mostly importantly, I definitely had to add the backslash to end
of the url, like so:  http://localhost/repo/

A feature request if I may:  fossy warned that my upload limit was
8MB, but it wouldn't accept a 3.7MB file.  So I edited
/etc/php5/apache2/php.ini
like so:
;post_max_size = 8M
post_max_size = 100M
and
;upload_max_filesize = 2M
upload_max_filesize = 100M
