FWIW, I don't have a 2.0.0 system to try this on but on a pre 2.2.0 system I don't get this error. I'm assuming you don't have this problem on any other upload. Right?
If it helps as a workaround, nginx-1.2.8 is all "No_license_found" except "BSD-2_Clause" in LICENSE and man/. src/ has "No_license_found" and "Public-domain".
