All this discussion is useless. The image filter is a violation of the mission of the Wikimedia Foundation.
"The mission of the Wikimedia Foundation is to empower and engage people around the world to collect and develop educational content under a free license or in the public domain, and to disseminate it effectively and globally." If the editors of a project put an image in an article is because the image is relevant/educational/illustrative and therefore is content that the Foundation must "disseminate effectively and globally."
