I think this would make a much better CentralNotice banner... Apparently there's now a vote at <https://en.wikipedia.org/wiki/Wikipedia:SOPA_initiative/Action>. Not sure why there's a vote. Or why, if you're going to have a vote, you'd use MediaWiki...
