Just thought I'd add this as an addendum to discussion of copyright in foreign parts.
In Belgium a rights lobby [1] wants to charge libraries when they read books to children [2]. I guess they see it as akin to playing music in a public place, which here in the UK is charged by the Performing Rights Society [3].
