At least se maintains that it is not forum and should have strictly question/answers separation. The idea is I guess to streamline the discussion and made it very specific and on topic - so ask.gnome.org would be like large FAQ where people vote on question and answers. So for example topic on forum starting with question about Gtk+3 with JS might develop into specific of project while it is prohibit on se-like sites. On the other hand forum is kept in chronological order so discussion have natural flow while se-like sites have semi-independent posts/answers.
