IIRC SVN also can use the http protocol (exactly for this reason).
Note that some proxies are broken or badly configured and don't pass webdav comments
correctly.
My company has such a broken proxy. As a workaround one can use the https protocol,
which proxies leave untouched. But AFAIK the freepascal server doesn't listen on the
https port.
