That's because the testsuite also contains tests for bugs that haven't been fixed yet, and for some features. And when support is added for a new platform, it seldom happens that the implementer keeps fixing bugs until all tests succeed that also succeed on other targets (e.g., one test checks support for gprof, and not everyone is interested in implementing support for that).
