A .NET development system is typically built on top of .NET, a Java development system on top of Java.

FPC instead is not built on top of a single system, and supports more than a single target. That makes it different from beforementioned development systems.

The Delphi maintainers decided to restrict the development system to Windows, but plan to allow for multiple targets by cross-compilation (and remote debugging?) features (Delphi "X").
