For building the cross-compiler I use:
make crossinstall CPU_TARGET=arm OS_TARGET=linux
CROSSBINDIR=/home/felipe/Programas/fpctrunk/binutils OPT=-dFPC_ARMEL
INSTALL_PREFIX=/usr/
Try using crosszipinstall.
