Latex has various internal caches, so that will probably be hard. It would be a lot easier if you can assume that the installation path will remain the same, then archiving a texlive distribution might get you somewhere. Note that the FPC latex docs do not compile on windows yet, but it is getting close. Problems that I know of 1) fpdoc is cmdline based, and the used cmdline is larger than windows allows. Michael developed a project system for this, but this still has to be migrated. 2) the way the date is automatically retrieved by MAKE has problems.
