Added entry in the bug tracker for HPack implementation for http2.

If somebody whats to add it somewhere in fpc/fcl code base. It is based
in Twitter's HPack Java implementation.
It includes fpcunit test file and sample files.
There are still a bit of changes needed in the DynamicTable handling to
gain a bit of speed, but corrently it seems to be valid for production code.
