The reason why I put UniversalTime (a.k.a. NowUTC) function in DateUtils is because of the dependency on LocalTimeToUniversal, UnixToDateTime, IncMilliSecond functions.
I presumed that DateUtils cannot (or must not) be added to the uses section of SysUtils.
