As far as I can see, IDE itself calls GetTickCount, not GetTickCount64
(in particular in whelp.pas). Ditto for FreeVision (in unit Drivers).
_which_ getthickcount, since the Sysutils implementation does:

begin
Result := LongWord(GetTickCount64);
