I think this looks like a nice board: http://www.futurlec.com/STM32_Development_Board.shtml Both well featured and cheap :) I have this board: http://www.futurlec.com/ET-STM32_Stamp.shtml It has no features except for a serial port, but it's cheap
There are still a few things missing in the rtl, before you can use interrupts, but principally most should be doable with FPC
