It seems that it's licensed under Artistic License 1.0 (<http://powtils.googlecode.com/svn/dev/LICENSE%20(powtils).txt >), which is GPL-incompatible (and possibly also incompatible with a number of other open source/free software licenses). While that does not mean that it can't be used together with FPC, I'm not sure whether it's a good idea to include components written from scratch in Pascal that limit license choices for people that use them.
