It had the TLE for Galaxy 15 as follows:

i pasted in my ISS TLE and got the result i had been looking for in my example string... that told me that /I/ had goofed something... turns out that i had dropped a '3' in the decimal julian day portion of the number... there should have been three 3s together... it made all the difference, too ;)
