Karen, It looks like the first A tag (<A ID="pgfId-1099643"></A>) is a destination anchor. That is why there is no text associated with it.
The second A tag (<A href="hm.xml#id(31807)" xml:link="simple" show="replace" actuate="user" CLASS="XRef"><Hypertext>page 147</Hypertext></A> ) appears to be a hyperlink. The text you click is the phrase "page 147". I aggree with Bernard that XML from regular FrameMaker has limited usefullness. If you generate XML from structured Frame, you have many more options. In the help system we want them to appear as text only hyperlinks to the relevant section of the help. The Framemaker xml file simply has an <A> pointing to a location in the document.
