Although this formed a part of a larger solution which was controlled using a FrameMaker plugin, I used Header/Footer markers and the respective variables (<$marker1> & <$marker2>) to achieve a similar result.
On the page where your Head1 exist you could add a marker with the Head2 content. This could be performed manually or using one of the scripting tools available for FrameMaker (i.e. FrameAC or FrameScript). Yup: this '+' notation also allows you to create 'dictionary' style spanned headers, like 'Aardvark-Avocet', 'Bantam-Broiler', kind of stuff.
