Well,

Although it's been a few years since I used 6, I believe the numbering
properties you're asking about are controlled from the book file, not
each component file nor the TOC itself.

Highlight a component file in the book file window and right click;
select Numbering... You should see tabs, including one for Chapter and
another for Page. Go to the Chapter tab (probably) to set the prefix
by setting the <$chapnum> system variable, including turning off the
prefix for your Preface. The Page tab works the same way -- go there
to set the Roman numerals for the preface.
