From a little farther down in the same web page:

"Adobe ... generally does not disclose details of new releases
more than 30 days before a product is expected to ship."

This has been longstanding Adobe policy, and the one and
only time I've seen them break it was the exceptional case
of RoboHelp, where it was obvious that they risked losing
the majority of their market share if they didn’t pre-announce
a new version to prove that the product was not dead. I
don't expect a similar exception to be made for FrameMaker.
