Yes, there is a better way. But they have decided not to go that route.    
MIF2Go is the best way to translate to RTF.
   

   DO NOT USE Word's master document. It has been broken since inception. Y= ou
   can make it function properly, but it requires the user to follow proced   
ure extermely closely. It isn't a well thought out method of doing multiple   
file documents.
   

   Which means that TOC and Indices are difficult to generate.
   

   The simjpliest way to use the master document feature, if you must use i= t,
   is to use it only when you are ready to publish. You won't be usiing it = to
   generate TOC or indices until you are ready to publish. Also cross-refer   
ences are much more cumbersome to create in Word.
   

   Good luck, they will need it.
