Frank: There is an electrostatic field in front of a CRT monitor -- you have probably noticed crackling from electrostatic discharge sometimes when you put your fingers on the glass. The field attracts dust particles to the airspace between your eyes and the screen so that, along with not blinking enough, etc. your eyes are irritated by the dust.
You can clean the glass with an antistatic fluid on a *slightly* damp cloth with the monitor off, otherwise you can enjoy 25,000 V if a small amount of liquid runs down the glass behind the bezel.
