It may not be the most informative term, but it's been in use for a long time.
Basically, it's a front matter list of the date on which each page in the manual was last updated. Military and Aerospace manuals typically have hundreds of pages, and may go through dozens of revisions that change only a few pages at a time. Keeping track of everything is a big pain in the neck, and it's one of the easiest places for an auditor to find a mistake.
