Some of the differences between the PDF and the HTML are: Under the chapter, there's empty space, because the first heading starts on a new page; in HTML, the mini-TOC will fill in that space.
Some graphics imported into the FrameMaker are not completely visible (too large to fit reasonable on the printed page; in HTML those graphics are shown in full. The reviewer can't see the whole picture in the PDF. As for generating output from the HTML: it's possible but time consuming, unless there are tips/tricks available. Our documents are often several pages.
