A point of clarification here....

The XP mode that Linda is referring to is an ability of some newer computers
and W7 to run virtual sessions for XP applications. This requires both
newish hardware to support the virtual mode and W7 virtualization software.

This is unlikely to be needed by Susan, the OP. All versions of W7 have a
compatibility mode for older applications, and I don't have any reason to
suspect FM 7.1 wouldn't run just fine, either in regular W7 mode or if
necessary, making use of the built-in compatibility mode. I ran 7.2 in W7
betas, but don't have any need of it, and so haven't bothered to set it up
on my production systems.
