Just adding to what Stuart said:

If unstructured, or structured using paragraph tags, make one or two
extra paragraph tags for cells with a right tab  as far to the right
as needed.for the Description column (call it e.g. "CellDescription").
You may also find it helpful to set the right cell margin to 0. Insert
the tab character by ESC-TAB.
If you need continuous dots in the QTY column, just do the same there
except that the left cell margin might need to be set to 0.

If Structured, this can be automated a little more (in a way, similar
to what you do in Ref pages with ToCs etc.
