They are unique Series labels that identify the paragraphs that are the part of the same numbered flow. The "N" indicates that all the paragraph tags titled "StepNumber" are to be part of the same flow and the "L" indicates that all paragraph tags titled "StepLetter" are to be part of the same flow. It keeps the related tags together and keeps the numbering correct as a result. In FM's Online Help, serach for Series Label for the full blown detail. I don't see any series Label in your definitions, so FM can't properly number your steps.
