It very well may be that the paragraph is locked... I recall seeing this, and the only solution I remember was to edit the MIF file directly. The statement you need to find and change is <PgfLocked Yes> to <PgfLocked No> in the MIF file. I don't have FM8 on this system so the following may not be exactly what you see but should serve as reasonable guidance...
You can edit the MIF as text via FrameMaker by selecting it as normal through the FM Open Dialog, but hold the shift key when you click the 'open' button. This will bring up the "open as Text" dialog and you want to be sure to choose the "treat each line as a paragraph" option. You must also be sure to SAVE it as TEXT after editing (else you get a frame document showing the MIF code itself) Or use a regular text editor (I like Notepad++ from SourceForge - it's free) to edit the MIF.
