A WMF exported from Visio? Visio's export filters aren't the best. (I've never tried WMF, but I know the EPS export is flaky.)
Print to PDF (or, if you have Acrobat and its PDFMaker Office add-in, use that). Then import the PDF into FM. Works like a charm.
