I solved my own issue. I guess I never took the time to really research it until now.
Under Preferences > Documents > Open Settings, uncheck the "Restore last view settings when reopening documents." Now it works properly. Then, after saving, it will always open at that page and at that same zoom level whenever the document is opened - even by other people. Try this: Go to a page which has the incorrect zoon level and change it to the level you wish, then save the pdf, go to the next incorrect zoomed page, change to the level you wish, save, etc., the pages should then display correctly. I believe Adobe Pro remembers the page and zoom level the document was last viewed at.
