Craog's suggestion is also valid if each inset is referencing the same 
illustration imported three times.I would either insert the text inset once, as 
I mentioned earlier, or if Craig is correct, then import the illustration just 
one time.

do not update    Stephen. The xref is pointing to a specific ID assigned to it, 
so each time it is called it will always link to that xref. To accomplish what 
you are attempting I believe you would need three unique insets, each referring 
to the respective illustration. If all three are in the same chapter why not 
insert it the first time and then reference the section containing the first 
inset in the other instances?
