Well, I think the author will insist... So I would try a quirk, because the 
whole text seems to be a quirk anyhow:

- Put the text of the extra long footnote aside
- At the page place only an introductory part of this long footnote
  with a cross reference to the full text:

        127)    Hecate est Iovis et Latonae filia, soror Apollinis. 
                Est tricopor et triceps, magicarum artium magistra ac
                fascinationum praeses, cinctra latrantium canum turma.
                (see complete footnote at page 312).

- Place this awful footnote in an appendix, where you probably have
  other strange things also.
