WebWorks 9.2's inability to handle Russian and Chinese (among many others) was the chief reason my company abandoned it as a solution for HTML Help. It worked just fine with standard Latin character based languages, but we also needed a solution that worked with Cyrillic, Greek, and Asian languages. I would not recommend it.
