There isn't an easy way to do this if you want to control multiple pages of variable-length or flowing text because Frame is container-based. You put text into an object and control placement that way.
If you only have to do it occasionally, or for fixed-length text that doesn't have to flow, you could create an Anchor tag with a pagination property set to TopOfPage. Then insert either: * An anchored frame and either text lines or a text frame to hold a single cell table.
