Is the break occurring in the content of the cross-reference format definition, or in the referenced heading itself when it is copied to the x-ref location? If the former, others have already answered; if the latter, then you need to put non-breaking spaces (Ctrl + space) or discretionary hyphens (Esc, hyphen, Shift + d) into the original heading.
