Are you using Windows XP? I vaguely remember having the same problem with FrameMaker 7 on Windows XP machines. We even had a proper Acrobat version installed, but still the joboptions wouldn's appear in FrameMaker's print dialog. We found out that the joboptions were located in several directories and we had to copy our own file into all of these to make them available to the different Distiller instances (FM print dialog and standalone).
Don't know if this is any help to you, but for us it worked to copy the joboptions into the following: C:\Documents and Settings\All Users\Application Data\Adobe\Adobe PDF\Settings C:\Documents and Settings\<user name>\Application Data\Adobe\Adobe PDF\Settings C:\Program Files\Adobe\Acrobat 8.0\Acrobat\Settings (if such a directory exists without a proper Acrobat installation) BTW, you may have to change the security settings for the user directory in order to get write access to the folder.
