I've used the "Windows User Experience Interaction Guidelines" http://msdn.microsoft.com/en-us/library/windows/desktop/aa511258.aspx. It is mainly for design principles, but it includes rules for documenting interface components. It's a downloadable PDF, and is almost 900 pages long. (!)
