In order for HTML 5 help to work correctly, your "book" must have a TOC

You can use the TOC only for the Help if you want

If it's the same as the usual RoboHelp architecture, the file you want to open 
is <FrameMaker book name>.htm in the parent directory. That will give you the 
full help system.

The /<document name>/<document name>.htm files should not be opened directly.
