I tend to believe this (after research about Win32s), but there are some 
restrictions 
still in FrameMaker which let me assume that they have their roots in a 16bit 
environment.
However the restrictions found even in recent FM-versions (e.g. maximum number 
in ¶ 
numbering) may also be founded simply in saving memory (which was expensive in 
those 
days).
